Surging 12 volt water pump.

Hi all. We have a Jayco motorhome with a surging water pump. Even with the tap opened fully it surges, the lights flicker as if it switching on and off. We have tried adjusting it but no luck. If I turn 2 taps on full it stops. Any ideas. Thanks Phil
