Is there a too short or too long size lead what do most people think is adequate??

I was told today that two of the best selling tugs on the market that have a towing capacity of 3500 Kgs are not covered for that tow limit when the warranty expires. Their was a safety blitz on caravans near Childers yesterday as per another forum, it was reported that 4 vans were still on the side of the highway at 10 pm last night for being over loaded. Any one know more details.
