This is the second time this has appeared.

While still funny, I would like to point out that the animal is in fact a goat! (The horns and tail give it away.)

Does it have brakes?

I have owned a herd of goats and they don't respond well to instructions.

Noticed the contraption has a CB radio aerial, but where are the brakes?
Traction on that paved road might be a challenge also......

One could ask - who is the bigger goat in the pic?
