A step drill is the way to go. Its taken me far to long to learn this trick.

When making a pole holder, I made it in 2 sections using end caps glued together 400mm from one end. The long end is for grey water tube storage, the short end for a tool roll. Screw caps on each outer end with chain. Tool rolls on eBay very cheap
