Diesel heater not heating

My caravan diesel heater just stopped working one morning last week at 3:00 am with the outdoor temperature at 1ºC. Since then when trying to restart it, it has belched white smoke. Water issues

Recently we have picked up an intermittent fault on the van. When we connect to mains water, sometimes the water tanks will fill by themselves. Wondering if we have a non return valve issue or could the water pump be allowing a backflow of water to the tanks? Any ideas? TIA
