"Stupid people breed more than intelligent people".Too true,and when the Govt of the day brought in the Baby Bonus of $4000(?),it only encouraged the no-hopers of the world to multiply randomly,thus lowering the average intelligence level of the population and creating an even bigger welfare bill.To people on the bones of their Rs,$4000 was a lot of money. Cheers
