She is neither getting in or out of the car.
The white miniskirt is the clue.
The correct etiquette under these circumstances when getting into a car is to sit & then swing both legs into the car, & vice versa for getting out.
She has one leg in the car & one leg out, & as the door window is down she is probably going to lean over the door.
