It may have been moved to enable clear view of the Plate from a vehicle behind. Then the antenna itself may have been changed which sort of negates the first move. As an Amateur Radio Operator, I've also had to position the antenna so as not to hinder the view to vehicles behind .. and it's also in law ..
On closer inspection of that pic, it appears that the plate has been fitted on an extension which is still centrally located .. not moved to the side

It is mounted in the centre. It appears to be left owing to Parralax Error of camera and extended aerial base it is mounted on. It is mounted on extended aerial base/bracket as; if it were mounted on regular position it could be considered obscured by aerial.

I wonder what long term health issues there may be with so many aerials.
I often wonder that myself as there doesn't appear to be any documented facts around to provide the proof for us to know. Some of those antennas will likely operate in receive modes for extended periods and often at the same time . Transmissions are usually much shorter in duration and only usually one at a time.
My thoughts would be that the use of a hand-held mobile phone is more likely to provide greater health issues due to extensive usage and close proximity to the head/body areas.
.. as we grow older naturally, we find our capacities diminishing .. how do we know part of it is not due to the radiating effects of the antennas .. we don't really.

That's correct, and most "Radiation" is outside vehicle/s anyway. I would consider the electromagnetic dangers would be considerably less than every other danger HWP face on daily basis. Speeding Hoons, Drunks/Druggies, Guns & Knives, PTSD, etc to name a few.
