I think local councils need to look at them selves in their Ivory towers and see why people do this disgusting act I for one would be glad to see local councils go they are a waste of rate payers money and charge us an arm and a leg to deposit our waste after reaping in millions in rates all thanks to the VG dept what a system you pay rates based on your land value how unfair can that be, just because you have a high land value does it mean you produce more rubbish or use more services ? the trouble is we all lie down and let these morons manage our councils I just the other day went to our tip to deposit some additional green waste only to find they charge $95 per tonne and then sell us the mulch back at $36 / cu metre talk about ned kelly so as long as our councils are turning rate payers facilities into a profit making venture to fund their incompetence the dumping of rubbish by low lifes will continue
A few years ago I worked with a charity and the amount of "donations" dumped at stores after hours cost us over $1M / year to keep under control.
An English colleague reckons they didn't have that trouble in London because dump fees were tiny so everyone dumped their own.
We took it up with a few local councils and they agreed our problem was mostly because of the high dump fees but it would have to be a Govt
subsidised solution to fix it on the street but as yet no Govt was interested.
Shame anyone drops rubbish anyway, I don't get it.

Councils = waste of money, the reality is no longer do the elected counciler's and Mayor run the show it's the CEO's who have all the power
This type of disgusting dumping is nothing new, when my children were young we used to spend weekends in the bush and we regularly saw rubbish like this and the occasional crop growing but looking at that footage it has gotten worse and like Peter I believe Council greed has a lot to do with it our tip now charges $25 minimum cost and a 6x4 trailer of green waste recently cost me $51.55.
If you see rubbish like this dumped have a look you may find something with a name and address on it.
The constitution says we have to have Federal and State governments (much the pity) but there is no requirement for local Councils and most of them could not run a Sunday school picnic.

There is no excuse for this fly tipping. It's the owners waste, they could afford to buy it as new. It's disposal must be also paid for by the owner, in a designated waste disposal facility.
Not left for the rest of the population to have to pay for the clean up and disposal of some one elses waste, in their rates. Remember the councils/goverment is financed by us the people of Australia.
Dumping of rubbish is common in varying degrees on lots of bush tracks. Especially those nearer cities or larger populations, where the weekend fender benders, yobbos, and hoons get out camping and ripping up the tracks. Leaving behind, Beer bottles, cans, broken glass, Nappies, Batteries, 20 litre drums of oil, broken camp chairs, tangles fishing lines, cigarette butts, cartons from six packs, slabs, trees mutilated for firewood, etc.
And I will bet they all will mostly tell you they are True Blue and Love Australia. As long as someone else clears up after them.
Lots of 4x4 clubs adopt a section of track and maintain it along with the local authorities. It is dis heartening to see the effort put into cleaning up an area/track totally rubbished within a month or so by other not so dedicated travelers along the track.
This was taken near Tarro, not far from where I live, and it is typical of many of the bush tracks in our area, and probably the same in many other areas. One thing you can do is see if there is any mail or other papers amongst the rubbish, that have a name and address on it, and hand that over to the council along with a couple of pics of the mess. We have done this a few times, but whether the council did, or can act on the information is another thing. There have been a few tracks where the access has been blocked off due to this sort of behaviour and it's likely to happen to all of them if something isn't done about it. He mentions Stockton Beach in the clip too, and this used to be another place where these grubs used to leave their garbage. We often came back with half a dozen full garbage bags or other peoples rubbish after our visits. The thing is, there was a bloody great skip bin at the entrance/exit where they could have dumped it anyway. Just pure selfishness and laziness.

If one has to pay for dumping rubbish, one will always find a way around it. Along the lines of what Cloak said, if no cost or very little cost to dump rubbish, most everyone would do the right thing.
I don't get being charged for dumping greens. There is/was a place in Gnangara WA whereby it was free to dump your greens. They mulched it and sold it to whoever wanted it. Point is it was free to dump it in the first place.
One area that is the worst is related to asbestos. The exorbitant prices charged to dispose of asbestos are such that some people dump it on the road side.
Another observation. Has anyone ever questioned why when a council organises for 'bulk rubbish collection', you are asked to put the rubbish out on the verge two weeks or so prior to the pick up date. Answer: This allows for people to drive around and pick up various items. By the time council comes around, half the rubbish is gone.
As a youngster, it was common place for people to dump cars on in back streets. We would then come along and salvage parts that you could use on your car. An early form of recycling.

Years ago we lived in married quarters on the Army base at North Head, Sydney. The are around us was gobsmackingly beautiful, yet often littered with whole car-loads of rubbish. A couple of the blokes used to sort through it till they found an address, load up all the stuff in that pile and a bit more besides, then deliver it to the front yard of the person who dumped it! If only we could be there to see their faces when they came home and found their sh*t had returned!
Not many around who have the time to do such good deeds sadly.
The dumping of the rubbish seems to e very systematic.. I bet it A group of people that do yard clean ups and instead of taking to the tip they are dumping it...
Find out who is doing it.. and pass the information to the EPA..
A EPA fine is much more than that issued by any other government body be it local or state..
Setup Stealth Camera's used in hunting to get the information..
