This topic was last raised by ONTOS on 1/11/14 and since then have been trying to get clarification on the law regarding shackles ever since. Have met with varied success with some states not even replying to requests for info/regs. What I have obtained is best shown by the attached Vehicle inspection bulletin from the NT. The table in this bulletin gives an easy way to work out the shackle size required. It seems likely that all states have similar requirements to what is given here. A revision of VSB1 to also include saftey chain attachment to tow vehicle requirements would go a long way to standardizing both terminology and requirements in all states. I note again in this latest post there is a lack of understanding between the terms WWL and breaking strain.

Just don't use the little cheap shackles with no loading on them..
I have replaced all mine .. Cheap Chinese imports is the issue ..
Gov just don't care !!
