Officers placed themselves on North Washington Avenue, a highly trafficked, pedestrian-heavy downtown area.At this location, officers issued 74 citations to drivers they say were distracted by their devices within a six-hour period.It was an effort to enforce New Jersey's Handheld Cell Phone Law.
