Enlarging the image I can read the caption.

"Police in Collingwood have stumbled across 200 drums of diesel with an estimated street value of over $250,000. The drums were concealed in a shipment of cocaine, AK47s & machetes."

Sounds like a episode of an Australian TV show Border Security, fine them $180 give them a warning and confiscate the goods.
