I am not joking about this, but at one park in C.Queensland, not only did I get charged for 2 people, when it was only me, my dog, and my small 2 person tent, they had the gall to charge me an extra $5, for the dog, for a night. I intended to stay 2 nights, but decided against that. As it was. they charged me $50 for a powered site. I just needed the power to do an extra long charge of my Sat. Phone. Normally, I would do it with my 10 watt solar panel.

I often travel by myself. I'll mostly ring ahead & ask if they have single rates, also ask for non powered rates. Sometimes you can save. It all adds up.
I think two people is simply the default because, I imagine, the vast majority of travellers are couples.
I doubt it makes much, if any, difference in water/power consumed by two rather than one. Over two people simply gives them a reason to charge more.
The park's major cost will be return on capital and park maintenance and that won't change irrespective of the number of persons to a site, so if they do offer a single person discount I doubt they could afford more than about 10% to maintain profit margin.

You pay for a patch of grass whether you are in a caravan or sleep in your own car & whether you are 1 or 2 is beside the point.
We have travelled in Europe many times camping in caravan parks out of our car. Australia is very expensive, to put it mildly! We have had relatives travel in Australia & they said Australia is extremely expensive.
This is why we free camp in Australia.

In my 4th year full-time now and l just don't go to parks. I have stayed at friends farms but 99% of the time freecamp. I would only stay in a park for medical, mechanical or maybe Vic winter!
I also agree that the charge for two people is a default setting so it can't hurt to ask for a solo discount.
If you rent a house is the rent based on how many are in your family?
Rates are based on a capital expense. The power and water component is very minor.
