I would talk direct to Jayco in Mount Gambier to see if there is any particular point to the part.
Our Outback has one, and all that happens is the hand brake line runs behind it.
I am certain it doesnt provide anything much more important than that. I suspect it is just to ensure the brake cable remains aligned and out of the way of the wheels.
Let us know when you find out.

Facts are they are well behind the wheels, guessing 800mm, so not for manoeuvring system. The one on the door side,the step butts up to it. Standard Water tank couldn't be mounted to them and too low.
Perhaps during hot dip galvanising a spreader bar is fixed between each one to stop the main members twisting. Thats my guess ???

My 2011 Discovery has them in front of the wheels (single axle).
There's a bit of stuff I don't understand under the van - these are just 2 extras! Something to keep the hand brake cable tidy??
Water tanks are held by straps on to cross members.
