Someone crunched the numbers of the cost to the taxpayer of people living under bridges. These people are spending so much time in hospital each year with revolving & compounding illnesses that it would cost less money to house them & improve their health.

In a society as wealthy as ours it is an utter disgrace that anyone is homeless.

They had that as a story line on a tv show "New Amsterdam". The director of the hospital got the hospital to put a "frequent flyer" to the ER up in an apartment because he was costing millions in hospital costs but the apartment costs were not that much.
