Are you referring to the road over Port Stephens Gap and through Dungowan? It is sealed all the way but narrow places. Trucks with dog trailers and semi-trailers use it. The drop down from the gap is a one-lane road. You need a UHF CB radio on CH 40. There are calling points at the top, bottom and halfway down. You will need to call at the top and the middle one to check the road is clear between the pairs of call points before proceeding.

When I towed up the ascent I had to wait for two trucks descending. It was however clear on the second stage so I proceeded without delay. It is a slow run as there are many bends on the two lane sections and you need to keep your speed down on those.

If you are a confident, competent driver it is a good drive. If you are in any way timid or have a timid passenger then steer well clear of the road. Use this route.
