Don't know much about outboards, but isn't the 250 a reference to Horsepower?

They would probably be something like 4.2lt each.

They are 4.2l capacity, 100 litres per hour fuel consumption, over 250kg weight,and have a fusion bonded cylinder liner. 1st choice for drug runners apparently.
