My understanding is that a shop is a private business and you can only enter their premises under their conditions.
There are a lot of places you have to wear all sorts of safety equipment before you are allowed on the premises.
A decade ago I had tilers doing my new bathroom, they weren't wearing face masks. I gave them the heads up on silicosis, & told them if you don't wear masks I will get someone else to do the work.

How thick can people be? Yes, & here in Townsville where we've been clear for yonks & where people from Vic are flying in, all it takes is one *!* idiot to walk in with the lurgy & we'll all be stuffed. Again at Bunnings, walking in & observing people. The company supplies free sanitiser - but it appears most shoppers think its an ornament to glance at & keep on walking!
And one in Woolies the other day - the sign said "Take one sheet, wipe the trolley & proceed". So the woman in front of us takes one sheet, plonks it in the bin. Then proceeds to take five sheets & floods the trolley handles, hands with the fluid.
