What they would be referring to would be Girdlestone Park. Permits must be obtained from the Devonport Visitor Information Centre on Formby Road, Devonport (the other side of the river.) I am not sure if the permits are available from the info centre on the Spirit. The link at the bottom of the flyer has an aeiral shot of Devonport with the salient places dotted on it.

Chudleigh Showground would be the closest showground, need to be self contained and no power

You have two really close options:
1) Just go to the Latrobe camp just off the main road, $10/ night collected by local, only about 15 minutes from the Devonport ferry terminal. Its behind the IGA
2) Devonport at horsehead creek, $10 / night, permit from Devonport info centre or online or by phone . About 10 minutes from the ferry terminal

Both have dump points

We have used the RV park at Railton. It's free and about 25 km from the ferry terminal. Need to be self contained though.
