We recently stayed at the Broome Caravan Park. Its a few kms out of town but we enjoyed our stay. Can recommend. Nothing is cheap in Broome. Most parks that are close to town you will need to book from our experience. Probably the best maintained and cleaned park we have stayed at.
Broom caravan park quoted me $351 a week. I'm a solo, no pets, who wanted power.

I know Tarangau doesn't allow dogs from 1 June to 1 September, which is the time frame asked about. Don't know about the others, you would have to ring and check.
Broome CP's are very anti dog friendly, only one that did take dogs during the season is the Broome caravan park, 5 ks out of town, Tarangau as said previously only during off season and small dogs only.
Good reports come from the new eco park about 20 klm out of town on Roebuck plains road (main N/S Hwy) but not stayed there, the overflows accept dogs but you have to queue for a spot normally especially the rifle club.
We give Broome a miss now over priced over rated IMO.
Funny about the midgees. Just been 10 weeks travelling in midgee prone area. One of us (group of 6) got bitten one day but the rest of us never had an issue. Never saw a midgee the whole trip.
Broome is a must-see place if you are driving up that way and haven't been there before. It's quite a few KMS out of the way but I think as a one-time visit you really should go there just to say you've been there. No regrets but I probably won't go there again. But then there were other places that we visited that I wouldn't go again but others I will go back and stay longer.
Our highlight of Broome was free. Driving onto Cable Beach and watching the sunset whilst having a cold beer.
Of our 10 week trip (basically Port Augusta - Katherine - Broome - Geraldton - Port Augusta) Broome at $55 per night was the dearest. Monkey Mia was $52.50 (we made most of the new camp kitchen) and the next dearest was $45 and that was at few. The cheapest were free and $3.30 / person in NT Parks was also good value.
