is it still ok to park overnight at Port Melbourne on the night before sailing to Tassie. We sail on 02 Feb at 0900

Yes, just park anywhere you like along Beaconsfield Parade foreshore car parks or St Kilda Esplanade after the shire rangers have knocked off. A lot of people do it.
