We stayed at Werribee South CP about 30 mins from the terminal, not free but not expensive either.

You can sneak into some of the beachfront car parks surrounded by tea-tree along Beach Road & then proceed to Station Pier via Beaconsfield Parade. Quite a few people get away with it.

Park late & take off early next morning. Wait until the Rangers knock off for the day. At this time of the year these car parks will be full of beach goers until dark.

No free camps available, too close to Melbourne's CBD.

Have seen people stopping on the Boulavarde, Sandridge Beach, on the beach side, direct run to Station Pier from there.
