If it's Qld registered and your Buyer is NSW, effectivly you are selling it unlicenced. You wouldn't need the get a roadworthy done in Qld because NSW won't recognise it. The buyer would have to take it over the pits in NSW to get it registered in NSW.
I sold a truck a few years back that was Qld rego to a buyer in NSW, I just got him to sign an agreement that he was responsible for any fines whilst it was in his possesion and still reg in Qld. This allowed him to take it back to NSW. All went good he had it rego'd in NSW within a week.

Simply cancel the rego in Qld , he can get a permit for a week and drive it back to NSW and his responsibility to get reg in NSW .
On the other hand if he buys it then transfer the Qld rego to him , what he does from there is up to him , its all on his shoulders to get it re reg in NSW.
It must be sold "unregistered". You must remove the plates and sell it "as-is".
You cannot provide a Roadworthy Certificate from Qld that is valid in NSW.
The buyer will obtain an "unregistered vehicle permit (UVP)" for each state he wishes to drive it in until he gets it registered ($25-$30 for a few days).
The UVP can only be used for transporting to home and to a place of repair or testing.
For your own protection from driving offences and the like, download, print and fill out and have the buyer sign a copy that you will keep of the "transfer of ownership" form that you can obtain from Transport Qld web site.
Keep this form for at least 5 years. Many vans are placed unregistered permanently on-site at a van park and then years later are moved and the ownership records are never changed because it was never registered and some poor scmuck gets a fine in the mail years later and has to pay it because he is unable to prove he sold his van or to whom.
