Sorry if I'm a bit off topic, but how does/could conscription work where the "young" person fails the normal medical ??? What Then ??? Do we just chuck 'em out on the scrap heap ???

So, it's always bugged me when conscription is discussed as an option instead of the dole, what about the what if's ?
