The first stage of work on Bulli Pass is complete and the road opened three days ahead of schedule at 3pm on Friday 2 December, just in time for the first weekend of summer.

That came from the website Bulli Pass (Princes Highway) closure.  The site also indicates that the road will be closed again for the second stage of the upgrade. Consult that site to see if the road is to be re-closed just before you intend to travel it.

ps, for those interested in what is happening on NSW road works have a look further through that web site. There are volumes on the Pacific Highway.
