Its annoying when great stretches if road don't have free stops. Great ocean road is no exception. Maybe businesses would complain as we don't use their accommodation?
Of course if you are fatigued you have to stop for a break right.?

No such thing unfortunately. Very little free camping available along the Great Ocean Road or environs. Lots of Asian tourists taking ''selfies'' traveling in hundreds of buses daily though.
If there was such a thing as a free camp in that area it'd be full all year round. Inland from there Winchelsea has a recently upgraded stopover.

Our land abounds in Nature's gifts, of beauty rich & rare. We'll be out there enjoying it somewhere, camped by ourselves much of the time.
Some free camping in the Otways but nothing on the coast. Joanna was free but I believe there is a small charge. Always full of backpackers (not complaining, just noting). Plenty of room and quiet spots to be had. And toilets.
The Otways - rains 360 days of the year and drips from the trees the other 5. Extremely damp part of the country this time of year.
