Not discriminatory at all. Just need to be totally self contained. Not an unusual request in environmentally sensitive area.
You can't claim discrimination just because you don't want or can't comply.
Its amazing things get taken out of context. Quote from the article "The free campsites can only be used by fully self-contained campers with at least 20L of fresh water and holding capacity for waste water and a portable toilet cassette. All waste must be taken off site". If you are camping you're a camper, I didn't read anything about motor homes.
Considering Dandaragan shire were one of the worst shires and totally anti-camping along the coastal strip this is a great turn around for them, but I do note the new sites are not on the Indian ocean drive but on the Brand Hwy or nearer to it.
When the Indian ocean road was completed I noted the sudden amount of no camping signs that they erected, must have cost a fortune.
iana is right. Most of us, including tenters have a cassette type toilet now, carry at least 20 lt of water and how difficult and expensive is it to go to Bunnings or a camping store and get a suitable container to catch your waster water?
Irrespective of their motives, its great to see any Shire open up free camp areas - in any part of their catchment area. If all the shires and councils did this, free campers would be in camping "heaven"

Some would prefer to let their waste water run onto the ground and leave a trail of dunny paper behind them for the people coming in after them.
Most can see the sensible request for what it is.
Well that got a few juices flowing, I am actually a self contained caravan but without a toxic water tank, i have a screw top container in place of a tank. It just makes it difficult for people on a low income to enjoy what we enjoy as some only have a small car and a tent. Also they are excluding people with slidee's although most would not have a toilet anyway.
Good news for once. The following is the email I sent to the Council:
I refer to the Camping Information page on your website, in particular the section relating to Free Camping.
Can you advise what your definition of a "Camper" is, i.e. does it describe a person(s) camping in a tent; a camper trailer or roof-top tent; or a campervan, caravan or motorhome which can store all grey and black water onboard for later disposal at an appropriate location? I am currently travelling in a fully self-contained motorhome in the Eastern states but will be heading across to WA later in the second half of the year. I stay at a mix of caravan parks and free camping sites, and at all times strive to comply with any regulations governing the use of free camps. I feel the term "Camper" can mean different things to different people, so clarification of what types of vehicles are permitted would be much appreciated.

Yes, you are correct, we do not define camping in any specific terms, as long as there is waste contained by the traveller you can use any means of transport or accommodation (tent, swag, camper trailer, campervan, RV, caravan etc).

Many thanks for your effort Joe50, That's great news for those who are travelling with any sort of vehicle,
This Shire certainly have changed their tune about looking after people who are looking for somewhere to rest and take a break, without having to worry if a Ranger will send them on their way, minus a couple of hundred Bucks in fines.
I hope the next Shire up the line, Gingin Shire ( who control the Coastal Strip up Indian Ocean Drive ) take note of this positive step in Safety and follow suit very soon. at present they would probably take the cake for owning the most " No Camping "signs of any Shire in the Country !!
