Atwood gas only water heater blowing thermofuse

Hi all,

I fitted a gas only 23L Atwood water heater to my bus a few years ago. It has always been blowing the thermal fuse for no apparent reason. Nothing seems to have overheated. Has anybody had this problem or know what the cause may be.
