It used to be a great park, that was about 25 years ago though. We stayed there and had a great time, would not even think about it now, would rather sleep on the side of the road.
When I lived in Singapore 25 years ago, every person, even those on the lowest wage, could afford to purchase a HDB flat. They could use their CPF contributions (superannuation) to pay off their mortgage while they were still working. No need for caravan-park-style housing.
Drug dealers and drug users alike were sent to the gallows. If you were found in possession of a bullet, let alone a gun, you also got the death penalty. Criminal assaults or vandalism were punished by flogging. It sounds draconian, but it worked. I never did like the government, though. Arrogant and dictatorial.

The article is blaming "the caravan park" for all the problems that are "bringing the town down".
It is not the van park that is the problem ... it is the tenants/occupants. Yes, they reside in the van park but that is simply where they live.
There are many towns with similar problems ... and problem elements. It is not a caravan park that is the issue.
The problem is the 'social problems' of our modern society and in the case of Nowra these 'social problems' have congregated in a van park.
I have moved from town to town throughout my life and in each town these problems 'highlighted' in the article are in evidence.
Often it is a suburb that attracts the 'social problems', or a particular street. It is the availability of cheap (or vacant) accommodation and once this 'social element' begins to reside - often just to squat in a vacant place - their presence grows like a cancer. Ultimately, those who are not able to tolerate the 'social element' move away and then the 'social element' grows and takes over.
The problem began at the van park for Nowra when "they" began allowing (and maybe tolerating) the 'social element' and it became the "venue of choice" for that socio-economic group.
Every town has these 'social elements'. The newspaper, and community, should be focussing on the 'social element' and make positive steps to address the actual problem, rather than focussing on, in this instance, the caravan park.
