Can anyone please advise me about this device. I have read that the only "legal" adaptor is the Ampfibian RV-01or o2. I have found a similar device at Jaycar which is waterproof for $129. When comments state the product to be "legal", is that through the electrical authorities or who. Hope someone can explain this to me.
Darmc, I am not sure of the number of the title of the particular standard in question. The standard that is the one that is the guideline for electrical installations in caravans - AS/NZS 3001 - specifically states that devices approved under that standard I referred to in my first sentence are not to be used for power supply to caravans. The Jaycar device is approved under that standard. The Amphibian one is approved under a different standard.

Actually, Jaycar have two models - non-waterproof cat No.MS-4044 for $79.95 and waterproof cat No. MS-4048 for $129.00.
They also have the waterproof box to fit MS-4044 - cat No. HB-6178 for $49.95. Note that MS-4048 is actually a combination of MS-4044 and HB-6178! Save around a dollar by buying the MS-4048.
If used in a garage or under some shelter then MS-4044 could be suitable. But to connect up to a van in a yard then MS-4048 would be required.
I bought an Ampfibian RV-01 a couple of years ago - it is now 'permanently' borrowed by son in law! I understand that the RV-01 is no longer made.
(The difference between RV-01 and RV-02 was that the -01 was intended for newer vans that had RCD switches installed, while the -02 had an RCD on board for older vans. Obviously, people were buying the cheaper RV-01s to use in older vans without RCD protection.)
Anyway, to answer your original question - the Jaycar portable power adaptor is legal and according to their catalog it complies with AS/NZS 3001.
I took a look at your link rocky, the jaycar product states IP55 which is the standard for finger and dust ingress and water resistance. while IP55 is not fully submersible, it has sufficient rating to do the job on the ground in the open. Im not going to argue the dos and donts on this one again, I have lost my copy of 3001 so I can not speak with authority on this one.
PeterD is 100% correct, this subject is well debated/argued and never two sparkies will agree on the outcome. In saying that the standard and safety standards have the final say. For $129, Im getting one soon, some caravan parks only have 10A outlets (ten amp).
Enjoy and be safe
PS I have copied a page from wiki with the IP information on it. Top box is solid object introduction into the device and the bottom is water.
