oh dear - what a fizzer!! Having been based in Hedland for a couple of years, this doesn't surprise me. The council is so factional with differing private agendas. They have got used to Rio Tinto and the State govt pouring money into so many stupid projects (like their recent very expensive pool complex that closed almost immediately as it did not meet safety requirements).
Lets hope common sense will prevail and they look at Karratha as a city that is about to collapse due to reliance to the resource sector (in this case the Chevron gas hup which will close in a few years). Sadly the resource sector towns in WA always anticipate unlimited funding from the govt and the mining sector
