A friend of mine has a Nova caravan, the number plate is at shoulder height from the ground.

Where is nova`s quality control? " What quality control?"

Yeah Phil... it's pretty lame for a manufacturer or dealer to do that and put the owner at risk of a fine and demerit points. If I were your friend with the Nova I'd be getting the dealership to fix that asap. He'd have to be unlucky to get done for it, but if he gets pulled over, saying that's how it came won't help if he gets a belligerent copper.
