Having been through there a few times, I know that both vessels would have been under the command of local Port Authority Pilots, not the Vessel's Captains.
A few careers have ended in that little mishap, which could have easily been avoided by common sense.
Corruption is rife there, with the convoy order normally decide by the biggest bribe.
Of course, if you don't like the service you receive you can always make a donation to the pilot's living expenses - a few cans of pea and ham soup with the labels removed was always a good one. LOL. (Muslims don't eat pork).
I feel sorry for the innocent companies that have freight on either vessel, that will be held up for months.
