I would mix a batch of Roundup about 20 mls to the litre and spray it with that. Give it a few doses. Probably best to kill it in its peak growing season. A good gardening forum is Gardenate. Cheers

Cut it down and paint the cut stump with Round-up. You have to paint it on very quickly, within 30 seconds, and make sure you get it on the layer under the bark as this is where the plant will carry the poison down to the roots. Best to have your little container of round-up and paint brush ready before you start sawing.
If its a deciduous plant, wait till its leaves are green.
Is it the climber that is climbing up a tree, or the tree itself?
BTW, forgot to say you need to paint the round-up onto the cut stump neat.
Spraying such a tall plant could be a problem as the slightest breeze will carry the spray to kill other plants many meters away.

Kerosene does too... . you could buy a product for killing woody weeds and they recommended you mix it with kerosene. I reckon kerosene was the active ingredient!
