If you Google "caravan parks sydney" you'll find a map with 10 caravan parks all close to rail.  I've put the link below.

The one at Narabeen is a popular park, also one at Lane Cove National Park.

Maybe a backpacker accommodation or YHA would be cheaper than a hotel. If you're on a pension or senior generally a $2.50 train bus and ferry unlimited ticket for the whole day so cheap to get around.

there is a park in Bass Hill on the HUME hwy fairly big and seems reasonably clean (use to stay in the Ridges over the road) you can try that.

I have stayed at Sheralee CP at Rockdale, (E on the map within the link above)  because it was closest to Sydney Airport, which I wanted at the time. It is however a fair walk to a Railway Station. The park was average with average facilities, forgotten how much I paid per night.

Lane Cover River Tourist Park.
This is a top park is only 10Km from the CBD and close to shopping centres with a Train Station at the end of the street with trains direct to the city.
For more info just Google the name.
