Here is a list of CRC Centres for WA, may be a small fee for some but free internet and email for Seniors and Pensioners, see;

http://www.crc.net.au/community-resource-centres 

Some are combined with Post Offices or have Centrelink agencies in towns etc.   Worth printing off.
