The above weights you quoted would be when the van is unladen, so when laden they will increase substantially so would be well outside your Territory's towing limits.
Only way to ascertain a ball weight is to weigh the van, then there is no uncertainty about the weights.

We are currently looking for another van. We have looked at two Island Star vans both older. One at a dealership that has a towball weight of 230 and one privately that the owner thought was 250-270. Can anyone tell us or help us find the towball weight of an Island Star Concorde Connoisseur Class caravan 1999 21ft 6". The towing capacity of our Territory is 230 so really need to get this right.
The ball mass of the laden van is dependent on how you distribute the load on, or within, the van. The more weight you put in front of the axle(s) the heavier the ball mass, and visa versa. Ozjohn.
