I reckon that towing compliance is something that needs to be enforced a bit more. A hundred series cruser can tow 3500 kgs legally, that van you would have to think would have to be heavier than that. Its not just the people in that vehicle, what about possible victoms if he lost control. I have seen falcons and commodores towing vans and boats that are obviously way heavier than they are legally aloud to tow. instead of just pulling over truckers maybe weigh stations should start pulling over any vehilce that is towing something. Trailers are often over loaded or loaded wrong not to mention neglected while sitting for months on end not being used and often have retreads on them that let go and loose thier tread.
Oops better get off my soap box, I have a real hate of retreads after having the bottom radiator tank on my car smashed when a trailer in front of me lost the tread on its retread, and the person towing it didn't even realise until I caught up with him later that night at a speedway. And then didn't care not so much as an apollogy or even thaks so he knew to change the tyre, which funny enough was still inflated, semmed more annoyed about having to change it.
Seen a similar setup only with an old Nissan patrol in March whilst we were near Tanunda SA. These are giant vans big and HEAVY the only problem with the one we saw was, the A frame had rusted out from the inside and well you can guess the rest !! damb dangerous, then another at Alice Springs these old vans are still out there just hope they are roadworthy??
