Not quite - the 11 represents the 11th WEEK of the year 2006 - have a look at a few other tyres and you'll see the first number goes way beyond 12.
It is based on standards set by the US Department of Transportation for all US tyre manufacturers and became an international standard by default because of the large number of US tyre manufacturers, e.g. Firestone, Goodyear, Cooper, Kelly Springfield, Uniroyal, B F Goodrich, plus all the global tyre companies that have manufacturing plants in the US, such as Bridgestone, Yokohama, Continental and Michelin, amongst others.
