As we see, there are a multitide of choices put forward and each from people with varying interpretations of what would best suit them.
I also wonder if a reasonable holding deposit to a locked ablutions/shower block, something which is a basic need for all, can also be then used as a means to help prevent against an unlawful useage or even "unhappy" clients ..
A dumpsite would almost be a pre-requisite .. but to me, one most important thing to establish is a clear set of rules that are easily understood by all .. placed near a point of entry .. the rear of the sign could also hold your thanks and best wishes to the traveller departing ..
These first and last impressions are what we all remember and pass on to others by word-of-mouth ..

sounds like every one only wants what the caravan parks are already supplying give or take a couple of things, so with wanting all of these things you are not going to get the price to come down.
Clean and well designed facilities, age is not an issue, but when they have tried to cram 3 shower cubicles into a space that should only hold 2, that's not good.
First impression, if your permanents have the place looking like something even gypsies would run from and are walking around under the influence acting like they own the place, not good.
Friendly greetings, not what da ya want?, and not to treat single males like their there to rape your dog and kill your grandmother.
Offer the same friendly service to all your customers.
Cater and welcome tent campers, don't treat us like second class lepers.
Be reasonable about price, $15 to do one load of washing, after paying $30 off peak in a deserted park, does not create a repeat customer.
Make sure your prices are available at the town information centre, and up to date.
