Is it a winegard antenna? The gears could be stripped or need some lubrication(grease), Try having someone wind it up while you help to lift the antenna from outside, it should be obvious when you have felt what is doing when moving, Joda

Folding antennas require lubricating at least twice a year - Check out this article I located online compactrv.net/layout-options/diy-fitout/diy-campervan-projects/winegard-tv-antenna-maintenance-repair/

There is a rather flat plastic cover on the top of the winder unit (screw thread) on the caravan roof, may be hard to remove I sprayed mine WD 40 I left mine soak for some time. Be careful as if you strip the edges it is not available as a spare part. Have to buy complete unit.
Once removed I liberally greased with a light grease. Had someone inside to gently wind up and check that it was all ok. The guts of these units are fairly solid.
All good. and good luck
