Peter, yes our Council is asking us to support the local businesses - while it does otherwise!
When I added a second toilet 30 odd years ago to our house, I found there was a large fee that they were going to charge. Fortunately for private premises, we could get an exemption.
Our rates are amongst the highest in the state - a couple of years ago, they were by quite a significant amount.

It's my understanding that at least in most of Qld your principle place of residence is excluded but most if not all commercial premises including rentals, attract a per pedestal charge. We don't pay extra for the three that we have in our Brissy home.
I have a vague recollection of the private residential exclusion being introduced in about the 1960's or 70's. Shonky unrecorded extra pedestals were not uncommon in those times.
