We are looking for a 12v DC low wattage and silent fan for keeping the air moving on hot nights. We tried on of those water tank evaporative ones on our boat. Waste of money. We've also found that most dash fans are noisy.

There is this, which claims to be silent:

Or a 12v computer fan such as photo. That would be silent and mounted above our heads might be close enough for us to feel the effects. Any suggestions?

"Silent" is a relative term. :)
'Very quiet" is under 20DbA. The ones in your link are under 45DbA. That is NOT silent, or even close. In fact it is very loud.
And you also need to include the actual air delivery. Fans that don't deliver air are quiet compared to those who do.

Sirocco fan they are not cheap but run quiet and have a low amp draw and are adjustable and have a three speed setting and timer shutoff on the sirocco2 cheers

Sirocco for me too but don't mount it on a hollow wall or similar because it can be noisy.

And us too.

Our sirocco is on the ceiling over foot of bed. 

Great on hot still nights.

Can direct it into seating area when needed as well.

Can sometimes get at good price, less than $200, but worth every penny.

Get a 200mm Noctua 18.1 db(A) 146m3/h 0.96watt fans from Techbuy or Mwave etc. https://noctua.at/en/products/fan/nf-a20-flx

I knocked up a very old first generation 120mm 19.8 db(A) 92m3/h from a computer, wrapped in 3x25mm anodised aluminium, it's not pushing quite enough air, but just enough. It is a good first prototype & quiet enough, just haven't got around to doing a 200mm fan.

They use so little power make two!

 That's crafty too but cost a few watts I should think. With PMA voltage control does it use less watts when turned down? I believe the the old rheostat thingies just waste the diff in heat.

Case fans individually move a relatively miserable amount of air as they are designed to move it through a small box quietly, commonly using matched input and output fans.  My PC has 6 120 fans, and the airflow out I can feel approximates a mouse cough at med speed and a mouse fart flat out.

 

How about a sirocco and some soft ear plugs if noisy?

Hate ear plugs! I might as well stuff a banana in each ear and forget about sleeping! We don't need a draught, just air movement. The computer fans are cheap so I might experiment.

I had a few dual Xeon boxes plus single CPU boxes for a render farm. Replaced all the fans & added a lot more. I could work in the room except summer due to the heat. Previously the noise was unbearable & that's being polite!

 

What I feel is that it's best to create a general air movement rather than one point blowing on you directly. 2 fans would be more effective for this.
