These changes seem very vague at speed limits above 90Kph and would leave the motorist at the whim of the officer charging them if he thought they didn't slow down enough.
I don't think tow trucks are included in Victorian legislation, only those with red and blue lights.
So in NSW various vehicles with amber flashing lights whose drivers seem to think its cool to drive with them on will cause havoc when they pull over and leave them going.
At least they have changed to major highways etc to more than 40kmh but saying a 'reasonable speed drop' is required is not good enough.
I personally think that it should be 80 on the major highways with a good clearance and 40 only in built up areas. My Opinion. When I have had to slow down I tend to give the brake a few light taps to warn those behind me something is ahead and we might have to slow down or even stop. I also turn on the hazard lights if I have to stop in the middle of the road for anything.
I'm all for keeping the authorities etc safe but the motorist has to be able to slow down safely.

If you're doing 85 in a 90 or more zone you're maybe already doing a safe and reasonable speed. If it was a 110 zone I'd wonder why you were only doing 85 but you would certainly be doing a safe and reasonable speed.
If you're doing 85 in a 80 zone you're already breaking the law and as you are in a 80 zone you should be slowing down to 40.
I guess the key here is that the legislation talks about the speed limit, not the speed of the car. It must mean there are no speed limits less than 90 and more than 80. I must admit, I've not seen one.
