I know quite a lot of Strayan ladies who prepare the loo seat exactly like that - BEFORE they perch their delicate botty on a sometimes dirty/germy seat.
Each of those I know definitely have a 'nationality' ... of European descent. I think we refer to them as 'generic Caucasian'.
Although, the ladies I am aware of usually put the 'toilet paper seat' in the loo and then flush.

The disturbing thing is disposable seat protection leafs are readily available - Some people are just grubs - they need to be sentenced to six months community service cleaning public toilets.

I was standing near public conveniences north of Cairns Queensland and a small group of Japanese tourists were standing not far away, a very young Japanese boy ran from the convenience calling out to his family: "there was a bloody green frog in there".
