I've checked pretty carefully on all the govt sites and believe it is not law that you must restrain a dog travelling inside your vehicle (back of a ute - yes). It may not sit on your lap or otherwise interfere with your control of the vehicle. However, you may be prosecuted if your animal is injured due to not being restrained. Sitting in the front passenger seat without restraint is dangerous for man or beast, but I sometimes allow my small dog to ride in the passenger footwell (with some cushions for padding). He usually rides in the back on the bed but is afraid of the rear window wiper You wouldn't take him travelling with you if you didn't love him, so, common sense for his safety
