According to Camps 9 there is a dump point at Music Bowl Park, Nuttall Street - GPS 23 19 08 s 150 30 51 e
That's a short drive north from Kershaw Gardens. Kershaw is self-contained only which I assume you know ... and be prepared to be there very, very early as it is packed by lunch-time. Just a dirt bowl ... but no cost which makes it so popular although uninviting to yobs like me.
Cheers - John

There is only one public dump point in Rocky - several CPs have them for guests only -
As you drive north from Kershaw, up Musgrave and onto the highway - pass Bunnings on the RHS, then thru the traffic lights and pass the University also] on the right hand side, and you'll see the blue 'Dump Point' sign 1/2-way down the hill ... it's before the turn off to Yeppoon
Dump and flush as usual - fresh water tap is 5m away on a brick wall

We pulled into this site but after looking around and seeing a number of early Aussie so to speak set up as a sort of ghetto we moved onto the a C.Park on the North side of the city.
But the site is close and handy to the Stockland shopping centre.
But thanks to Rocky city elders for providing the park. Will try again next time we are in Rocky.
