Used a piece of material that had been cut out from the kitchen bench to fit the sink.
Cut it into a circle with a hole in the centre.
Fixed that to the bench where the TV sits. Just used a cup head bolt with a wing nut secured from below.
A bit of dense foam between the base & bench to act as a damper.
Made up a couple of brackets to hold the TV base to the swiveling base. You could even screw through the TV stand into the base plate.
Never moved for 200,000KM.
edit .. To fix my electric fan to another bench, to avoid drilling through the bench I just screwed it to a bit of heavy gauge tin plate (cut from an old computer case I think) that was made to fit with a couple of tags jammed between the wall & the bench top and a couple of L shaped ones at the front that allowed screwing up from under the bench top. That approach doesn't allow the whole fan (or TV) to swivel though. A small mod could overcome that ... perhaps a second base plate swiveling on the top ... a bit iffy though.
OK for my old van but perhaps not nice enough for a modern one.
