The Australian Government is currently reviewing the Motor Vehicles Standards Act 1989, the review is called the Motor Vehicles Standards Act Reform. Feb 2016 and as part of this review, regard is being given to the current practices for regulating caravans and whether there is a need for change.
The section "Type Approved New Vehicles" point 4, will establish appropriate certification requirements for trailers under 4.5Tonnes (imported or locally manufactured).
Comment has been put to the review committee with regards to the "number plate height issue" and the requirement of having a "remote battery monitor fitted to the tow vehicle" (currently a NSW regulation only) but to be made a regulation Australia.
The Department of Infrastructure and Regional Development conducts regular compliance activities on a range of vehicle manufacturers , including caravans, this involves education, attendance at trade shows (where caravans are inspected).
If caravans are sighted that appear to be non compliant, these concerns and information can be supplied to the Department for tracking which will assist in targeting audits and investigation, this can be done through an online form which is available from their website.
looks like an opportunity to give some "feedback" on the rogues in this industry and the rubbish caravans they produce perhaps leading to some regulation.

With reference to the number plate height issue, if members want to give details of manufacturers of caravans who do not comply or you own a brand that does not comply, those details could be forwarded direct to the Federal Member for his information.

I would suggest you contact your local Federal Member or write direct to Mr Paul Fletcher MP, Minister for Major Projects, Territories and Local Government and write your comments direct and request them to be tabled.
Registration by self certification by caravan manufacturers in my opinion should be removed and registration inspection should be by an approved vehicle inspector.
