If you purchase anything electrical from O/S note and take warning from the wiring on this water feature. This is how they connect the light fitting direct to the 240Volt mains power. Yep that's packing tape to cover the twisted wire join. Have now rewired it with a WP 12 volt trany

Is it definitely packing tape? There is a tape that looks like that that is an insulating high temp tape 400 degC & comes in all sorts of widths. Seen this stuff used in electrical gear.
now days it seems importers and big retailers bring anything into the country with little or no concern with consumer safety.
Woolies got done recently in Court for almost $4M in fines for continuing to sell unsafe goods (most imported from overseas) and one household cleaner burnt a hole in a babies leg and despite knowing the various problems, they continued to sell them.
Every day now in the major daily newspapers, there appears to be safety recalls for faulty goods. The faults have only been found by consumers being put at risk.
How often has KMart, Target and BigW recalled baby clothing that is flammable or toys that will fall apart and cause choking or batteries that will burn out their stomachs if swallowed?

The way around the AS 3000 electrical wiring rules is the items are classified as plug in appliances and come under different rules which are very rarely enforced owing to shear volume of plug ins coming in to OZ . The only time you get a recall is from the larger retailers otherwise we have to rely on the consumer watchdogs in each state who at best are a little toothless and suggest a voluntary recall but will wait for months for it to happen then go to court and on and on it goes and then if declared a Hazard it only applies at law in that state . To get a national recall is very complex. I note at Xmas they were selling those Hover Boards out here despite the battery fire risks detected back in Aug 2015.

You bet it is the same tape used by removalist and available in any hardware and available in my shed

Which is PTFE tape, or Teflon tape. High heat, very strong and great electrical insulating properties and is much thinner than standard PVC tape. We use to use a similar tape on aircraft, and I still have the odd roll or two in my tool box. It's still a dodgy way to connect the wires though.

Interesting name on that tape Darryl. Very similar to Kapton, which got big news in the aircraft industry a few years back. It was very good tape till it got a few years old. We used to have a few dramas with it on the F-18's
